The Cabinet has mandated the Ministry of Economy, Environment, and Agriculture to ensure the provision of strategic mineral deposits for lithium and uranium under production sharing agreements in 2026-2027. The organization of sales of special permits for mineral resource use, including deposits of graphite and titanium, is also planned. Ukraine possesses deposits of 25 out of 34 types of critical raw materials listed by the EU, with titanium reserves of 8.4 million tons and natural graphite reserves of 17.9 million tons. The Balakhivske graphite deposit is the only Ukrainian project approved under the European Critical Raw Materials Act. The American-Ukrainian Recovery Investment Fund has identified titanium, lithium, and graphite as key minerals for investment. Ukraine has committed to allocate 50% of the funds from new licenses and royalties on mineral extraction to this fund. The Cabinet has also adopted a Strategy for the Development of Mineral-Based Industries until 2056 and approved an operational plan for 2026-2028.
