Government Introduces Border Regime at the Border with Russia and Belarus
The Cabinet of Ministers has introduced a special border regime in the land areas within a kilometer strip along the state border with Russia and Belarus. The restrictions are in effect during martial law and prohibit the free entry, stay, residence, and movement of people. Resolution No. 1049 was adopted on August 17, 2026, and has already come into force. Within the kilometer border strip, any work not related to the defense of the state or the protection of the state border is also restricted. The authorities responsible for the protection of the state border monitor compliance with the new regime. During martial law, restrictions on the freedom of movement may be imposed on both Ukrainian citizens and foreigners. In particular, during the curfew, it is prohibited to be on the streets without appropriate documents. Authorities may confiscate property for the needs of the army and impose other restrictions, including a ban on mass events and document checks.
