Willy Woo stated that relying solely on ETFs and custodians cannot achieve the sovereign attributes of Bitcoin, recommending that 15% of assets be allocated to Bitcoin and gold. This statement comes in the context of a firmware vulnerability exposed in Coldcard hardware wallets, with over $80 million in BTC stolen. Woo pointed out that while ETFs and custodial solutions are beneficial for gaining recognition and access to the traditional financial system, the uniqueness of Bitcoin lies in its sovereign attributes, which cannot be blocked, diluted, or confiscated by states; only self-custody can achieve this. He mentioned that since World War II, the West has largely lived in a bubble of security, but history shows that stability is cyclical, and when cycles end, people need to be able to protect their reserves. He warned that custodial institutions could fail and governments might confiscate assets, emphasizing the importance of allocating sovereign assets as we are currently in the later stages of this cycle.

What the filing shows is a quarter-end snapshot of ETF shares; what it does not show is motive, or bitcoin on the bank's balance sheet.
