Ethereum Sets 2029 Quantum-Safe Goal in Hegotá Upgrade Plan

The Ethereum Foundation’s protocol team has outlined priority EIPs for the planned Hegotá upgrade, including a December 2029 target for a minimum viable post-quantum security milestone and a fork schedule meant to keep that timeline on track.
According to the protocol team’s priority list, the consensus-layer proposal FOCIL, or EIP-7805, was classified as an S-level “must launch.” The proposal is aimed at improving censorship resistance by requiring the inclusion of public mempool transactions.
On the execution layer, Frame Transactions, or EIP-8141, was also labeled a “must launch.” The proposal would split transactions into programmable “frames” covering validation, gas payment and execution. The team said that design would help support native account abstraction, custom signatures and gas payment on behalf of other users, while also improving readiness for post-quantum security changes.
The roadmap ties those technical priorities to a longer-dated security objective. The protocol team said Ethereum needs to complete subsequent forks at an average pace of about 7.2 months, beginning from the planned Glamsterdam fork in Q4 2026, to meet the minimum viable post-quantum milestone by December 2029 before a projected “Q-day” around 2030.
Much of the plan remains conditional. The update describes a prioritization framework from Ethereum’s protocol developers, not a completed mainnet deployment, and the schedule depends on future fork execution and continued coordination across the protocol’s consensus and execution layers.
Why It Matters
This update puts Ethereum’s long-term security roadmap into a more concrete framework at a time when infrastructure competition increasingly includes wallet design, transaction flexibility and censorship-resistance guarantees. By elevating both FOCIL and Frame Transactions, the protocol team is signaling that transaction inclusion rules and account model changes are being treated as core protocol priorities rather than peripheral features.
The post-quantum target also matters beyond Ethereum’s internal engineering cycle. Even though the deadline is years away, setting a 2029 milestone introduces a benchmark for how major blockchains plan for cryptographic transition risk, especially where signature schemes, user accounts and network upgrade cadence are tightly linked.
