Leaked Brazilian Data: State Failure Exposes 213 Million Citizens

The sovereignty of Brazilian citizens' data has once again been called into question. A report from the Dark Web Informer portal, shared by @DarkWebInformer on platform X, points to an alleged massive leak of Brazilian data, impacting over 213 million records. This serious revelation, if confirmed, raises alarms about the fragility of personal information custody by state entities.

The publication details that the Federal Data Processing Service (SERPRO), a Brazilian federal agency, is mentioned in a cybercrime forum. A threat actor claims to have obtained a dataset containing 213,968,521 records of Brazilian citizens, a number that practically encompasses the entire population of the country.

The alleged leak of Brazilian data, as announced by the threat actor, includes a vast range of sensitive information. This exposure poses a considerable risk to the security and privacy of individuals, opening doors to various types of fraud and abuse.

The supposedly disclosed data comprises:

  • CPF identifiers (Cadastro de Pessoas Físicas)
  • Full names of citizens
  • Gender information
  • Dates of birth
  • Additional records related to the citizen

The cybercriminal published a proof of concept with about 5 million records, seeking to attest to the authenticity of the material. Furthermore, the complete dataset is allegedly about 13.6 GB and made available in .DB format, indicating a robust and potentially organized database.

It is crucial to emphasize that, according to Dark Web Informer, the claims and the authenticity, source, and scope of the exposed data have not been independently verified. However, the mere possibility of a leak of this magnitude already demands maximum attention from authorities and the public. The lack of independent verification does not diminish the seriousness of the allegation; it merely underscores the urgency for a thorough investigation.

The revelation of a possible leak of Brazilian data on such a colossal scale, involving SERPRO, illustrates the intrinsic failure of centralized data structures under state custody. In a digital age where privacy should be an inviolable right, we see the State, instead of being a guardian, becoming a vector of risk. This situation raises profound questions about the effectiveness of bodies like the National Data Protection Authority (ANPD) and the relevance of the General Data Protection Law (LGPD) in actually protecting citizens.

Some point out that the ANPD, despite its existence, seems ineffective in the face of incidents of such magnitude, rendering the LGPD a mere formality. After all, if the very government data processing agency cannot protect the most basic information of its citizens, how can we expect other entities to do so? This massive failure suggests widespread incompetence or, in a more skeptical reading, alarming negligence.

The perception that the State is slow and inefficient gains strength with each new incident. While there are discussions about the surveillance of platforms like Discord under the pretext of "security," we see that the real problem lies at the base of government data custody. The irony is striking: efforts are directed towards monitoring private conversations of citizens on third-party platforms, while essential data is leaked en masse by federal entities.
